1996 ஆம் ஆண்டில் வாக்காளரியல் (Voterology), வாக்காளரிலிசம் (Voterolism) என்ற வார்த்தைகளை வடிவமைத்து அவற்றை வரையறை செய்து அதற்கான கொள்கைகளை உருவாக்கியவர் தமிழ்நாடு லோக் ஆயுக்தாவின் தற்போதைய உறுப்பினரான டாக்டர் வீ. ராமராஜ். கடந்த 30 ஆண்டுகளாக  வாக்காளரியலை தனிகல்வி துறையாக மாற்ற பணியாற்றி  வரும் வீ. ராமராஜ் வாக்காளரியலின் தந்தையாக அங்கீகரிக்கப்பட்டு இருப்பது தமிழகத்திற்கு பெருமையாகும். புதிதாக ஒரு குறிப்பிட்ட கல்வி பிரிவை ஏற்படுத்துவது அதனை கற்பது ஆராய்ச்சி செய்வது மற்றும் அவற்றை நடைமுறைப்படுத்துவது சமூக முன்னேற்றத்திற்கு உதவக்கூடியது. இந்த வகையில் வாக்காளரியல் கல்வியானது பள்ளிகளிலும் கல்லூரிகளிலும் பல்கலைக்கழகங்களிலும் எதிர்காலத்தில் பாடமாக இருக்கும் தலைமை உரையில் பேராசிரியர் பி கனகராஜ் தெரிவித்தார்.

உலகில் கல்வி பிரிவுகளாக இருந்த சரித்திரம், ,தத்துவவியல் சமூகவியல் போன்றவற்றில் ஒரு பகுதியாகவே அரசியல் அறிவியல் முன்பு இருந்து வந்தது. உலக நாடுகளில் மன்னர் ஆட்சிக்கு மாற்றாக மக்களாட்சி முறை அரசாங்கங்கள் பரவ தொடங்கிய போது சுமார் 125 ஆண்டுகளுக்கு முன்னர்தான் அரசியல் அறிவியல் தனி கல்வி பிரிவாக தோன்றியது. உலகில் பெரும்பாலான நாடுகள் மன்னராட்சி முறையில் இருந்து மக்களாட்சி முறைக்கு மாறியதால் அரசியல் அறிவியலில் ஒரு பகுதியாக இருந்த பொது நிர்வாகம் தனி கல்வித்துறையாக சுமார் 75 ஆண்டுகளுக்கு முன்னர் மாறியது வாக்கு, வாக்காளர் மற்றும் தேர்தல்கள் குறித்த வாக்காளரியல் (voterology) கல்வியை தனிகல்வித்துறையாக படிப்பதும் ஆய்வு செய்வதும் தற்போதைய தேவையாகும் என்று தமிழ்நாடு லோக் ஆயுக்தாவின் உறுப்பினர் டாக்டர் வீ. ராமராஜ்   தெரிவித்தார்.

ஒரு நாணயத்தின் இரண்டு பக்கங்களைப் போல அரசியல் அறிவியலும் வாக்காளரியலும் மக்களாட்சியின் இரண்டு பக்கங்களாகும். மக்களாட்சியை பாதுகாக்க அரசு நிறுவனங்கள் எப்படி செயல்பட வேண்டும் என்பதை விளக்குவது அரசியலமைப்பு கல்வி. உண்மையான ஜனநாயகத்தின் பாதுகாவலனாக திகழ்வது வாக்காளரியல் கல்வி. அரசியலமைப்பு மற்றும் வாக்காளரியல் கல்வியை குடிமக்கள் அனைவருக்கும் வழங்குவது அரசின் கடமையாக அரசியலமைப்பில் சேர்க்கப்பட வேண்டும் என்று வீ. ராமராஜ்   தெரிவித்தார்.

அரசியல் சித்தாந்தங்கள், கட்சிகள், உள்ளூர், மாநில, தேசிய மற்றும் சர்வதேச மட்டங்களில் அரசாங்க கட்டமைப்புகள், அரசியல் நிறுவனங்கள், செயல்முறைகள் மற்றும் பொதுக் கொள்கைகள் ஆகியவற்றை அரசியல் அறிவியல் கல்வி போதிக்கிறது. புள்ளிவிவர அடிப்படையில் தேர்தல்களில் வெற்றி தோல்விகளை கணிப்பதும் வாக்காளர்களின் மனநிலையை அறிய முயற்சிப்பதும் தேர்தல் கணிப்பியல் (Psephology) ஆகும். அரசின்   வேறாக மக்களாட்சி இருக்க வேண்டும் என்பதுதான் அனைவரின் விருப்பமாகும். வாக்காளர் விழிப்புணர்வை உருவாக்கவும் சட்டமன்றம், செயல்துறை அரசாங்கம், நீதித்துறை உள்ளிட்ட மக்களாட்சி நிறுவனங்களை பாதுகாக்கவும் நல்லாட்சிக்கும் உலக அமைதிக்கும் வழி வகுப்பது வாக்காளரியலாகும். தேர்தல் முறையை ஏற்றுக் கொண்ட ஒவ்வொரு நாட்டிலும் வாக்காளரியல் கோட்பாடுகளை பரப்புவதே வாக்காளரிலிசம் (Voterologism) ஆகும். பல்கலைக்கழகங்களும் பள்ளிகளுக்கு பாடத்திட்டங்களை உருவாக்கும் அமைப்புகளும் வாக்காளரியல் கல்வியை மாணவர்களுக்கு போதிக்கும் வகையில் பாடத்திட்டங்களை உருவாக்க வேண்டும் என்று வீ. ராமராஜ்   கேட்டுக்கொண்டார்.

Why should Voterology be taught as a separate subject? A seminar was held at the Coimbatore Government Arts College, presided over by Professor P. Kanagaraj, Head of the Department of Political Science. Professor Selvaraj, Controller of Examinations launched the website of the Journal of Voterology and Research (https://jovar.researchpark.in/).

In 1996, Dr. V. Ramaraj, the current member of the Tamil Nadu Lok Ayukta, coined the words Voterology and Voterolism, defined them and formulated the principles for them. V. Ramaraj, who has been working to make Voterology as a separate academic discipline for the last 30 years. It is a matter of pride for Tamil Nadu that Dr.V.Ramaraj, who introduced the subject of voterology and philosophy of Voterologism is considered as father of voteroogy. Establishing a new specific academic discipline, studying it, researching it and implementing it can help in social progress. In this regard, Professor P. Kanagaraj said in his keynote address that Voterology studies will be a subject in schools, colleges and universities in the future.

Political science used to be a part of the academic disciplines like history, philosophy, sociology, etc. in the world. Political science emerged as a separate academic discipline only about 125 years ago when democratic governments began to spread in countries around the world instead of monarchies. As most countries in the world changed from monarchies to democracies, public administration, which was a part of political science, became a separate academic discipline about 75 years ago. The current need is to study and research voterology, the study of votes, voters and elections as a separate academic discipline, said Dr. V. Ramaraj, a member of the Tamil Nadu Lok Ayukta.

Like two sides of a coin, political science and voterology are two sides of democracy. Constitutional education explains how government institutions should function to protect democracy. voterology is the guardian of true democracy. V. Ramaraj said that it is the duty of the state to provide constitutional studies and voterology education to all citizens and should be included in the constitution.

Political science teaches political ideologies, parties, government structures at local, state, national and international levels, political institutions, processes and public policies. Psephology is the study of predicting the success or failure of elections on the basis of statistics and trying to understand the mood of the voters. Everyone wants democracy to be a separate form of government. Voterology is the study of creating voter awareness and protecting democratic institutions including the legislature, executive government and judiciary, and paving the way for good governance and world peace. Voterologism is the dissemination of Voterolgy theories in every country that has adopted the electoral system. V. Ramaraj requested that universities and organizations that develop curricula for schools should develop curricula to teach voterology education to students.
